Hazardous Energy Control Program
LOTO stands for LockOut & TagOut, a safety tool that applies the blocking and signaling of dangerous energies in machinery and equipment.
Whenever it is necessary to carry out maintenance, lubrication, adjustments, part changes, or "setup" of machines or equipment, it is necessary that these are turned off (de-energized) and that the entire flow of materials in the pipes is interrupted. This is normally done by turning off the electrical power to the equipment and closing the valves.
However, this is not enough. A person who is not involved in the operation can activate a valve or button that releases energy, which can generate unexpected movement of machine components and endanger the life of the professional working on the equipment. LOTO is a set of procedures that prevent this from happening. In Brazil, it is also known as the Programa de Controle de Energias Perigosas (Dangerous Energy Control Program - PCEP).
We work in consulting and engineering services for the implementation of the LOTO or PCEP program, which consists of the following steps:
1. Initial diagnosis
We evaluate what already exists and align the expectations of what will be implemented:
- Procedures;
- Internal or corporate standards;
- Locking devices;
- Professionals who will perform the blocks.
2. Elaboration of procedures
We elaborate procedures and instructions necessary for the control of dangerous energies:
- General procedure based on NR 10, NR 12, and OSHA 29 (CFR1910.147). It is customized to meet the companys internal policies.
- Specific work instruction by machine: Elaboration of visual instructions for easy and quick interpretation by the professionals who will perform the blocks. The instructions include the identification of all types of energy and blocking points.
3. Trainings
After the development of the LOTO program, we provide training for professionals who will work to block dangerous energies.
The training lasts approximately 3 hours, with evaluation and certificate issuance at the end of the course.
We recommend that training be carried out only when all the resources for blocking dangerous energy sources are available for use.
4. Periodic audits
After the implementation of the LOTO or PCEP program, periodic audits are essential for the success of the programs continuity.
We prepared a checklist and a schedule to ensure the correct use and adequacy of procedures, work instructions, and locking devices. The first three audits are carried out jointly and in person, with one each month of the first post-deployment quarter.
